Why HEIC isn't just "a smaller JPG"

HEIC is a container format (HEIF) holding a single frame encoded with HEVC, the H.265 video codec, using only its intra-frame prediction modes since there's no second frame to predict from. HEVC's intra-prediction is considerably more advanced than the DCT-based scheme JPG has used since 1992, which is the real reason a HEIC photo can look the same as a JPG at roughly half the file size. The catch is that HEVC decoding isn't built into most software: Windows didn't gain a HEIF codec until an optional add-on, and older versions of Android had no native support at all. JPG decoding, by contrast, is baked into essentially every image library and browser in existence, which is the actual reason this conversion gets used so often rather than just being a minor inconvenience.
