Why PNG can't undo JPG compression

JPG throws away image data on purpose: it splits the photo into 8x8 pixel blocks, runs each through a discrete cosine transform, and rounds off the less-visible frequency detail to shrink the file. Once that detail is gone, no later conversion brings it back — PNG's DEFLATE compression is lossless, but it can only losslessly compress whatever pixels it's handed, artifacts included. That's also why PNG output tends to balloon in size: DEFLATE was designed for repetitive data like screenshots and line art, and it doesn't compress photographic noise nearly as efficiently as JPG's lossy math does.
