JPEG has no alpha channel in the file format at all — it stores color as YCbCr, three channels, full stop, with nowhere to put "half see-through" information. So when a transparent or semi-transparent pixel gets encoded, the converter composites it against a solid background — white, by default here — before the JPEG compression even runs. For hard on/off transparency this is invisible. For soft-edged elements like drop shadows or anti-aliased icon edges, though, it can leave a faint light fringe, because those edge pixels were only partially see-through and get blended in rather than simply cut out.
